4th instant.

A telegram is being sent to Peking by the British and Chinese Corporation to say that they refuse the Tien-tsin-Pukow terms. As we have agreed with the French Government that it is most desirable to retain control over the loan funds, we could not without their concurrence approve the acceptance of these terms, which exclude such control. As a result of the last visit paid by Mr. Addis to Paris and Berlin, the French and Germans have now agreed to a joint loan, and to the employment of a British engineer. A proposal has been made for a meeting of the three groups on the 15th instant in London to arrange details.

Please do not mention to Mr. Bland the proceedings of Mr. Addis. The latter informs us that they were at once known in both Paris and Berlin, and, French and German suspicions being aroused, he suffered considerable embarrassment.
